Course Description
To be an effective legislator in modern democratic governance requires hard work and knowledge of unique skills in political, economic, and social issues which may require the assistance of legislative aides. Legislative staffs perform many duties in the legislature as briefing report writers, note-takers, legislation drafters, researchers, bills and drafts writers, project inspection officers, chief of staff, managers, speechwriters, legislation trackers, parliamentary legislative staff, library and research assistants, liaison officers and advisers, personal assistants, committee and legislative work assistants, outreach and constituency public relations officials, financial and budgeting assistant officials, etc. They contribute in different ways to the effectiveness of the legislature. With the support of the legislative staff, the business of the legislature is run smoothly. It is therefore very important that legislative staffs constantly receive the training they need to upgrade their skills and enhance their productivity. The purpose of this course is to enhance the competencies of the participants.

Course Objectives:
The objective of this course is to enhance and strengthen the skills and competencies of the participants in performing their legislative duties more efficiently and effectively

Course Methodology
The course is delivered in a workshop setting facilitated by seasoned professional facilitators with practical experience in legislative matters. Participants will have the opportunity to interact and share experiences with their counterparts in Washington DC. Field trips to some relevant places in Washington DC will be conducted. Participants may have up to 5 different facilitators in this course. Active participation is required and the key to the success of the workshops. Other methods used in this course include case studies and problem-solving exercises. No tests or examinations will be taken by participants in this course but an assessment of participant’s performance will be measured through effective class participation, group presentation, group project, and class attendance. This course combines presentations, lectures, class discussions, group presentations, and problem-solving exercises.

This course is principally designed for the legislative staff but will benefit all individuals who are in interested in gaining knowledge about the legislative process in democratic societies. Participants may include, but not be limited to the following: legislative staff, policymakers, lawmakers, personal assistants, legal professionals, executive directors, project managers, civil servants, and extension specialists.

Course materials include PowerPoint presentation slides, carefully selected reading materials, exercises, case studies, reading references, and a laptop computer.

Course Fees
The promotional course fee is $4,700 USD for 2 weeks. The course fee covers the following: instruction, course materials, administration expenses, field trips, cultural programs, and miscellaneous program-related expenses.

How to Register
To receive a letter of invitation and supporting documents, you must complete and forward the registration form to the training director as soon as possible. To participate in this course, the applicant must:

  1. Send a completed application form
  2. Have a bachelor’s degree/or have relevant work experience at the senior management level
  3. Be nominated by the head of the department
  4. Be a senior member of the department/organization
  5. Demonstrate a devoted interest in the course
  6. Have proof of English proficiency
  7. Demonstrate proof of financial sponsorship of the course
